Therefore, I present to you this football project.

European Club Cup Tournament Format
None of the participating teams play preliminary rounds.
All teams begin the tournaments directly in the group stages.
The first, second, and third rounds of the group stages are played in August.
The remaining games (including the semi-finals) are scheduled according to the current schedule.

First Division - 12 UEFA Associations (6 teams from each Association).
These 72 teams begin the season in the UEFA Champions League group stage.
Second Division - 18 UEFA Associations (4 teams from each Association).
These 72 teams begin the season in the UEFA Europa League group stage.
Third Division - 23 UEFA Associations (three teams each), one Association with two teams, and one for Liechtenstein.
These 72 teams begin the season in the UEFA Conference League group stage.
After all competitions in each of the three divisions have been completed, the final season placings for the Associations will be determined (based on the sum of the placings of the participating teams from those Associations).
1st-12th places - First Division;
1st-18th places - Second Division;
1st-23rd places - Third Division (the 24th team and Liechtenstein are not ranked).
If the total number of places of 2 or more Associations is the same, then the places of their teams with the best places will be considered.
For example,

Germany =======3+6+11+18+26+36=100====(3rd place).
First Division - Places 10-12 are relegated to the Second Division.
Their places are taken by the 1-3 teams from the Second Division.
Second Division - Places 14-18 are relegated to the Third Division.
Their places are taken by the 1-5 teams from the Second Division.
Third Division - The team finishing 23rd next season will have only two teams in the UEFA Conference League.
Liechtenstein will always have only one team. However, if Liechtenstein holds its own national championship, the third division will be ranked differently:
Third Division - 22 UEFA associations with three teams each and 3 associations with two teams each.
In this case, only associations ranked 1-22 will be ranked.
In this case, the associations ranked 20-22 will have only two teams each for the following season.

The following option for exchanging teams between divisions is also possible:
First Division - 11th-12th place teams are relegated to the Second Division.
Their places are taken by one or two teams from the Second Division.
The Associations finishing 10th in the First Division and 3rd in the Second Division play playoff matches.
Four pairs of teams from these Associations play at the same time (the home team in the pairs is named first).
The first team from the Association in 10th place vs. the fourth team from the Association in 3rd place;
The first team from the Association in 3rd place vs. the fourth team from the Association in 10th place;
The second team from the Association in 10th place vs. the third team from the Association in 3rd place;
The second team from the Association in 3rd place vs. the third team from the Association in 10th place.
Teams play only regular time (90 minutes).
The results of the four matches are cumulative.
Winners are determined by:
Number of points scored; goal difference; disciplinary record; higher division).
Second Division - Places 16-18 are relegated to the Second Division.
Their places are taken by the first to third teams from the Third Division.
The Associations finishing 14th in the First Division and 5th in the Second Division play playoffs.
Three pairs of teams from these Associations play at the same time (the home team in the pairs is named first).
The first team from the Association in 14th place vs. the third team from the Association in 5th place;
The first team from the Association in 5th place vs. the third team from the Association in 14th place;
The second team from the Association in 14th place vs. the third team from the Association in 5th place.
The Associations finishing 15th in Division I and 4th in Division II play playoff matches.
Three pairs of teams from these Associations play at the same time (the home team in each pairing is named first).

Формат европейских клубных кубковых турниров
Никаких предварительных раундов никто из команд-участниц турниров не играют.
Все команды начинают турниры сразу с групповых раундов.
Первый,второй и третий туры групповых раундов играются в августе.
Остальные игры (включая и полуфиналы) укладываются в нынешние сроки.

Первый дивизион - 12 Ассоциаций УЕФА (по 6 команд от каждой Ассоциации).
Эти 72 команды начинают сезон в групповом раунде Лиги чемпионов УЕФА.
Второй дивизион - 18 Ассоциаций УЕФА (по 4 команды от каждой Ассоциации).
Эти 72 команды начинают сезон в групповом раунде Лиги Европы УЕФА.
Третий дивизион - 23 Ассоциации УЕФА (по три команды), 1 Ассоциация - по две и у Лихтенштейна - 1).
Эти 72 команды начинают сезон в групповом раунде Лиги Конференций УЕФА.
После окончания всех турниров в каждом из трёх дивизионов определятся итоговые места сезона для Ассоциаций (по суммме мест участвующих команд данных Ассоциаций).
1-12 места - Первый дивизион;
1-18 места - Второй дивизион;
1-23 места - Третий дивизион (24-я команда и Лихтенштейн не оцениваются).
Если сумма мест у 2-х или нескольких Ассоциаций будет одинаковой,то будут рассматриваться места их команд с самыми лучшими местами.

Первый дивизион - 10-12 места понижаются в классе и переходят во второй дивизион.

Второй дивизион - 14-18 места понижаются в классе и переходят в третий дивизион.
На их места приходят 1-5 команды второго дивизиона.
Третий дивизион - Команда,занявшая 23-е место на следующий сезон будет иметь только две команды в Лиге Конференций УЕФА.
Лихтенштейн всегда будет иметь только одну команду.
Впрочем,если Лихтенштейн будет проводить Чемпионат своей страны,то третий дивизион будет оцениваться по-другому:
Третий дивизион - 22 Ассоциации УЕФА - по три команды и 3 Ассоциации - по две.
Тогда,оцениваться будут только 1-22 Ассоциации.
В этом случае у Ассоциаций с 20-22 местами на следующий сезон будет только по две команды.

Возможен и такой вариант обмена команд между дивизионами:

Перед групповыми раундами всех трёх турниров проходит жеребьёвка групп.
72 команды каждого турнира разделены на 8 корзин:
1-я корзина - 1-8 места в рейтинге среди 72 участвующих в турнире клубов;
2-я корзина - 9-16 места;
3-я корзина - 17-24 места;
4-я корзина - 25-32 места;
5-я корзина - 33-40 места;
6-я корзина - 41-48 места;
7-я корзина - 49-56 места;
8-я корзина - 57-64 места;
9-я корзина - 65-72 места.
Команды из одной Ассоциации не могут попасть в одну группу.
В Лиге чемпионов УЕФА желательно,чтобы в группах A,B,C,D (зона №1) было только по три клуба от каждой Ассоциации.
По три клуба должно быть и в группах E,F,G,H (зона №2).
В Лиге Европы УЕФА желательно,чтобы в группах A,B,C,D (зона №1) было только по два клуба от каждой Ассоциации.
По два клуба должно быть и в группах E,F,G,H (зона №2).
В Лиге Конференций УЕФА желательно,чтобы в группах A,B,C,D (зона №1) было только по одному-двум клубам от каждой Ассоциации.
По одному-двум клубам должно быть и в группах E,F,G,H (зона №2).
На стадии плей-офф схема остаётся неизменной,то есть,команды из одной Ассациации не будут искусственно разводиться от матчей друг с другом.
