Let's assume that the 2038 World Championship will be held on the football fields of England, Scotland, and Wales.
The three countries hosting the World Championship do not participate in the qualification process, and their rankings from 1st to 208th are not considered.
The positions of the teams (from 1st to 208th place) are determined by the FIFA ranking at the time of the draw.
The remaining 45 spots for the 2038 FIFA World Cup will be awarded to the remaining 208 FIFA teams in June and July 2037 through 15 qualification tournaments.
These 15 qualification tournaments will be held on the fields of the top 15 teams in the ranking.
The teams will be drawn into the tournaments regardless of their affiliation with the Confederations.

The three host teams of the World Cup are first compared with the top 15 positions in the ranking (the teams that took the first places in the 15 qualification tournaments).

Next, they will be compared with the 2nd team (16-30 positions after qualification) and the 3rd team (31-45 positions).
Based on these comparisons, a new ranking will be created (1-48 positions).

55 UEFA teams are divided not into 4, but into 7 leagues (A,B.C,D,E,F,G).
In the seven leagues, separate tournaments are held in a single round.
In leagues A,B.C,D,E,F, each team will play 7 matches, 1 match against each opponent.
The 1st-4th teams (according to places in the last UEFA Nations League draw) will play 4 matches at home and 3 away), the remaining 5th-8th - vice versa.
There will be 7 teams in the G League, which will play 6 matches each (3 at home and away).
The ranking of the teams is determined by the best places of the last UEFA Nations League.

The championship is hosted by 4 countries.
There is no separate qualification tournament.
The UEFA Nations League 2038/2039 is considered to be the qualification tournament.
The participation of teams in the European Championship depends on the results of the UEFA Nations League 2038/2039.

League C-----1-8 places----- (8 teams)(17-24).
